What seems to be the issue is your focus on a head position instead of a body carriage and your horses’ understanding of what you are asking for. You can force the horse to carry his head a certain way (look at his belly button) with tools, but for him to understand balance and carriage you need to concern yourself with his entire body and work on a cue system that teaches your horse how to properly respond to your aids and carry himself light and balanced. If the horse is leaning on your reins at any point, his entire body will be stiff and braced. You need to lighten him from the jawbone back through a series of exercises and lessons that connect your reins to all the major body parts of your horse. Then you can really begin to teach your horse proper carriage.
